The concept of Varnashrama, is in what framework is best to execute that principle? And to include all components of Varnashram one of the most single important parts is Land, Agricultural Cow Protection and Community. Without these facilities it is very hard to execute Varnashrama for many reasons. Firstly we have to introduce Localism not Centralisation. Secondly we have to introduce an internal mode of goodness economic model. Thirdly we have to grow all our own foods and develop the goal of self-sufficiency. Fourthly we have to learn and then teach how to live in community through this agrarian lifestyle so as to follow the 6th purpose of Iskcon.
All these principles put together will help support devotees socially , economically and communally which in turn means automatically devotee care is established. With the principle of Community the concept of "conflict resolution" must be in place to factually follow the path of community. Otherwise we just wind up with groups rather than community. Community is governed locally not centrally, its managed by members of community for the members of community in a consensual manner locally. This principle automatically reaches out to members through the conflict resolution facility, which can be either privately or communally executed.
Then Community progresses towards the establishment of society as communities expand to trade with each other.
