One of the hardest issues i have encountered is to be able to create Community. Its very difficult to be able to assimilate all the components of real Community and create them together. I think one of the main buffers from creating Community has been the concept of a big leader at the helm of Community. The problem has been for the big leader to create Community and not failing. So in that position of a failing Community the big leader then takes on the role of an authoritarian leader by announcing how a community exists exclusively. The thing is this dynamic will never create a real Community. Governing Community is a particular type of art. To remain a charismatic leader and to Govern Community are like trying to light a fire whilst pouring water on it. The whole concept of Community is to include the Community in Government. The only exception to that rule is having Lord Krishna as the Community Leader.
Mostly what we wind up with is a "group" of devotees with many "yes" people. A lot of thinly veiled smiling, and hardly any inclusivity. One of the problems over the years has been to constantly have the same personnel in the same positions of making mistake after mistake and not being a peoples person. The only way around this kind of "management" is to convene a "Community members Governing Body". This rather grandiose title means that Community members manage Community in an open way so that all members of Community are Leaders.
